When has an artist reached the goal?
The definition of the point of time when an artist has officially reached the goal is not only important for the artists, to mark this date in their calendar. It is important for believers, too - after that, I learned today it is forbidden to remove parts even if the option is still offered! And it seems to be very, very important for Sellaband, too!
So far, I though it's very simple and easy: An artist has officially reached the goal on Sellaband as soon as the artist doesn't appear on the "fundraising artists" list any more, and/or isn't listed under "I am funding", but under "I have funded", in case you have a part in this artist.
Seems like this is not enough. Being a honourable person, not wanting to violate the T&Cs (I'll better leave that to the two other envolved parties different from the group of the believers :-) and removing parts illegally, I would like to know what exactly the conditions are - and how it is visible to an ordinary believer like me.
You could think that once 100% is reached, the artist has reached the goal. But there are these "plan changes", which creates artists having 100%, but they don't have the goal reached, and you are allowed to remove your parts - though it's not visible on the artist at all.
So: Do I have to check my emails announcing the plan changes, and calculate the date until I'm allowed to remove parts on my own? And what happens if I didn't get that mail, because I became a believer later. Am I allowed to remove my part in this case at all?

I think you post this question because of the discussion we had in this post. This because of a bug in the system.
Simply put, the target is reached, when an Artist has reached the goal and hasn't changed their plan in two weeks. Then the budget will be locked and the Artist can start their project.

I see. If I read your explanations correctly, you say that being shown in the fundraising lists is irrelevant for having the goal reached.
Then how can I find out about when the two weeks end, in case of an artist with a plan change? I cannot see the exact date and time anywhere, the plan doesn't have a visible date at all, and I don't want to do a forbidden thing again, incidentally! ;-)

Inappropriate?Normally, an Artist that is fundraising will be in the fundraising list. So you can use that list.
The definition is as above, though. The Hind case was an exception, because of an, already fixed, bug.

Inappropriate?Now I don't have trust in these lists any more... there could be another new bug (it didn't happen for the first time), and then I could be accused again of doing forbidden things when removing a part... sniff... sniff :-(

5. Artist reaches target
Once an artist has reached his/her goal the doors are closed, meaning that no new Believers can come on board and you can no longer withdraw your money.
My backward conclusion is (hey, kind of a Sellabandish logic, you should like it)::
1. I could withdraw a part -->
2. The doors haven't been closed ->
3. The artist hasn't reached the goal ->
4. My part withdrawel and rebuy was not forbidden
But we know, the open door problem is persistent on Sellaband.. Hey, Boudewijn, talking about open doors: What about the case with the compromised email accounts? Any news? Still investigating? Or should I open a new topic ;-)

Thor, for the last time: That it was possible to rebuy a part was because of a bug that is fixed. Normally the doors do close, as you know very well too. So I'm sorry but going on about this really is pointless.
About the email, this subject lies with the authorities. As I have told you before, as soon as we know more, you will too.
